    Preheat oven to 400°F (205°C). 2. Place red bell pepper on a baking sheet and roast for 20 to 25 minutes, turning halfway, until skin is charred and softened. 3. Slice the top off the garlic bulb, drizzle lightly with olive oil, wrap in foil, and roast alongside the pepper for 25 to 30 minutes until soft. 4. Remove pepper from the oven and let cool slightly, then peel off the skin and remove seeds. 5. Squeeze roasted garlic cloves from the bulb into a food processor. 6. Add roasted red pepper, chickpeas, tahini, olive oil, lemon juice, smoked paprika, cumin, and salt. 7. Blend until smooth and creamy, scraping down the sides as needed. 8. Add water gradually until desired consistency is reached. 9. Taste and adjust seasoning if needed. 10. Serve immediately or chill before serving for deeper flavor.
